Gillian Rutter

In 2017, Gillian Rutter made history as the first woman to chair the Prefabricated Access Suppliers and Manufacturers Association (PASMA) in its 48-year history. PASMA, an international not-for-profit representing the mobile access tower industry, saw Gillian take over from Carl Evans during its Annual Members’ Meeting in Warwickshire. With a lifelong commitment to PASMA, Gillian has been a member of its governing body since 1988 and contributed significantly to the specialist Hire & Assembly committee since 2013.

Gillian's career in height safety began in 1988 at scaffolding company Stephens and Carter, where she swiftly advanced to the role of hire controller. Over the next 25 years, she played a pivotal role in the growth of an east London-based tower specialist, ultimately becoming its managing director. Gillian's involvement extends beyond her role at PASMA; she is a director of Hire Access Limited, a Hirer/Dealer, and a Hire & Assembly member with operations across the UK and the Republic of Ireland. Additionally, she owns and operates Skyward Access Training, an accredited PASMA Training Centre in Harold Wood, Romford, Essex.

In her capacity as chair, Gillian aims to leverage her extensive knowledge and experience in height safety, emphasizing that PASMA is more than a training provider. Beyond training, the association contributes to national and international standards, publishes guidance, promotes good practices, and offers advice to ensure safety in working at height. Gillian's overarching goal is to prioritize safety, ensuring that everyone returns home safely after a day’s work. In a groundbreaking move, she also plans to encourage more women to enter the work-at-height industry, challenging stereotypes by emphasizing that success in tower construction is about experience, knowledge, and training rather than physical strength.

PASMA's managing director, Peter Bennett, expressed enthusiasm in welcoming Gillian Rutter as the new chair of Council, recognizing her lifelong involvement, industry understanding, and passion for advancing height safety as invaluable assets to the association.
